八部门联合印发产业基础能力提升"十五五"规划

工业和信息化部、国家发展改革委、教育部、财政部、人力资源社会保障部、国务院国资委、市场监管总局、国家国防科工局八部门联合印发《产业基础能力提升"十五五"规划》1。该规划旨在加快提升产业基础能力，推进产业基础高级化1。

根据规划，到2030年，产业基础薄弱问题将明显缓解，技术创新能力和自主可控能力将全面提升，产业基础能力总体进入国际先进行列1。规划聚焦提升产业基础自主可控能力等7个方面，提出了22项重点任务1，推动产业基础向"强创新、高自主、优质量"全面升级1。

Eight government departments have jointly issued the "Industrial Foundation Enhancement Plan for the Fifteenth Five-Year Plan Period," aimed at accelerating improvements in industrial foundation capabilities and advancing industrial foundation modernization. 1 The participating departments include the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Education, the Ministry of Finance, the Ministry of Human Resources and Social Security, the State-owned Assets Supervision and Administration Commission, the State Administration for Market Regulation, and the National Defense Science and Technology Administration. 1

By 2030, the plan targets a notable alleviation of industrial foundation weaknesses, with comprehensive enhancement of technological innovation capability and autonomous controllability, positioning China's overall industrial foundation capabilities at an internationally advanced level. 1 The plan identifies 22 key tasks across seven priority areas, with a focus on strengthening independent and controllable capabilities in industrial foundations. 1 The strategic upgrade aims to transform industrial foundations toward "strong innovation, high autonomy, and superior quality." 1
