A joint report released on October 14, 2026 by the Center for Strategic and International Studies and the George W. Bush Institute documented severe human rights abuses and human trafficking involving approximately 12,000 North Korean workers at a drone manufacturing facility in Yelabuга, Russia.1 The facility produces over 5,500 drones monthly for use in the war in Ukraine, according to the report.1
The investigation revealed systematic exploitation, with North Korea retaining 90 percent of workers' wages, effectively benefiting from their labor while the workers receive minimal compensation.1 Both Russia and North Korea are in violation of United Nations Security Council Resolution 2397, adopted in December 2017, which constitutes forced labor under international law.1 Song Young-Chae stated that "this is effectively North Korea's enslavement of its own people,"1 while Dan Pinkston asserted that "the UN sanctions regime on North Korean labor, weapons proliferation and other issues has become toothless."1
