Gloria's Law
The chair of Britain's Covid-19 public inquiry, Heather Hallett, has released the sixth report examining the pandemic's impact on adult social care, documenting catastrophic consequences including tens of thousands of deaths and widespread shortages of protective equipment.1 However, the recommendations have disappointed bereaved families, campaigners, and unions, who contend that the findings fail to move beyond established facts and do not adequately hold the government accountable or prepare for future health crises.1
The inquiry, the most expensive public investigation in British history, has already cost over £200 million, with the government spending more than £122 million on legal advice and evidence preparation.1 The report's recommendations include more detailed pandemic planning for the care sector, better documentation of isolation facilities, and clearer guidance on visitor restrictions.1 Yet Deborah Doyle, representing bereaved families, stated: "This is everything we already know, and we needed to go further. I feel quite disappointed."1 Similarly, Jean Adamson emphasized that "the report failed to hold individuals to account for multiple failures in pandemic management,"1 while lawyer Nicola Brook characterized the report as a "superficial damp squib."1
Among notable gaps, the report insufficiently addressed the distinct impact on migrant care workers, who constitute approximately one-third of the sector's workforce.1 Additionally, the Gloria's Law campaign has called for legal protections enabling care home residents to designate "care supporters" with visitor access during pandemic restrictions.1
