中国混合动力车趋抢在欧盟限制前出货 9月对欧盟出口增长两倍多

中国9月向欧盟出口油电混合动力汽车约10万辆，同比增加204.2%，环比增加18.9%1。前三季度对欧盟的出口总量约67万辆，已相当于欧盟限制措施生效后2025年全年进口限额的一倍1。

欧盟与中国本月初达成共识，将从12月1日起对中国油电混合动力汽车进口设限，首年限额为每年35万辆，第二年起每年提高6%，为期四年1。经济学人智库高级经济学家徐天辰表示，中国正在抢在限制措施生效前加快出货，预计10月和11月的出口将保持高位1。

China exported nearly 100,000 hybrid electric vehicles to the European Union in September, representing a year-over-year surge of 204.2% and a month-over-month increase of 18.9%1. This surge comes as manufacturers rush to clear inventory ahead of new EU import restrictions, which will cap Chinese hybrid vehicle imports at 350,000 units annually beginning December 11.

Through the first three quarters of 2025, China has exported approximately 670,000 hybrid vehicles to the EU—equivalent to double the anticipated annual import ceiling1. The restrictions, agreed upon by the EU and China in early September, will see the cap increase by 6% annually starting in the second year and remain in effect for four years1. According to the Economist Intelligence Unit's senior economist Xu Tianchen, Chinese exports are expected to maintain elevated levels in October and November as companies continue to frontload shipments before the December 1 deadline1.
