Shenzhen has systematically opened nighttime road access for autonomous delivery vehicles, permitting them to operate between 10 p.m. and 6 a.m. daily starting in March 2026.1 This regulatory shift has enabled large-scale commercial deployment of self-driving logistics across the final-mile delivery segment. As of August 2026, 488 autonomous vehicles were operating during nighttime hours in the city, covering 575 designated routes and traveling a combined 69,000 kilometers in that month alone.1
The expansion reflects rapid growth in China's autonomous delivery sector. The national fleet of unmanned delivery vehicles reached approximately 40,000 units in 2025 and surpassed 50,000 units by the first quarter of 2026.1 Operating autonomous vehicles has proven economically advantageous compared to traditional methods: monthly operational costs for unmanned delivery drop to 4,200 yuan with daily transport capacity of 2,500 packages, translating to a per-package cost of approximately 0.16 yuan—a reduction of roughly 48 percent compared to the conventional model using electric tricycles, which costs 6,800 yuan monthly and 0.31 yuan per package.1 In response to this market development, JD Logistics announced in September 2026 plans to procure one million autonomous vehicles over the next five years.1
