A seminar on Taiwan's national security and democratic resilience, organized by civil groups and the office of Democratic Progressive Party legislator Chen Guan-ting, brought together academic experts to discuss strategies for safeguarding peace across the Taiwan Strait.1 Scholars at the October 20 event held at the Legislative Yuan in Taipei presented recommendations for Taiwan to proactively shape international discourse on Taiwan Strait security and rally global support for maintaining stability in the region.1
Experts highlighted how China employs legal instruments combined with military exercises to alter the status quo in the Taiwan Strait.1 According to participants, China uses legislation such as the Anti-Secession Law and the China Coast Guard Law as part of what scholars term "lawfare," while simultaneously attempting to reframe Taiwan Strait security as a domestic matter beyond international involvement.1 Luo Cheng-zong, a professor at National Kaohsiung Science and Technology University, recommended that Taiwan study Ukraine's experience and establish a National Resistance Basic Law.1
To counter these moves, scholars advocated a two-pronged legal and strategic approach. Hong Pu-zhao, director at Taipei University of Science and Technology, stressed that Taiwan should uphold international maritime law protections for freedom of navigation and overflight.1 Li Yan-zhang, an associate professor at the National Defense University, noted that China frequently deploys coast guard vessels in Taiwan's eastern waters to enforce sovereignty claims, effectively pursuing "internalization" of the Taiwan Strait.1 Li proposed establishing a preventive legal advocacy mechanism and building a multilateral legal cooperation framework, including joint legal opinions with the United States, Japan, Australia, and the European Union on the application of the United Nations Convention on the Law of the Sea.1
