A senior adviser to Ukrainian President Volodymyr Zelensky has accused the United States of restricting intelligence sharing in ways that are putting Ukrainian civilians at risk. Serhii "Flash" Beskrestnov told BBC that "people [have] already died" as a result of insufficient warning time before Russian ballistic missile attacks.1 He noted that intelligence arrives unpredictably, sometimes before strikes occur and sometimes only "one minute before the attack."1
Zelensky reported overnight ballistic missile attacks on the capital, stating: "Overnight two ballistic missile attacks were reported on the capital, one without warning, the second with only minimal time to take shelter."1 The Ukrainian leader said intelligence sharing had resumed after a three-day pause, stating: "We are very thankful for this...Only [the] United States has this unique intelligence to tell our side when Russia uses ballistic missiles."1 Beskrestnov suggested the restrictions may represent pressure from Washington, saying: "It's probably the United States trying to say [to] us, 'let's have the conversation, negotiation with Russia, you should find the compromise'."1
The restrictions extend beyond intelligence to communications technology. Starlink was limited to a maximum speed of 100 miles per hour (160 kilometers per hour) for mobile units while maintaining connection, a constraint that has reduced Ukraine's drone defense capabilities.1
The US has disputed claims of changed intelligence-sharing policies. Secretary of State Marco Rubio stated there is no "pause" in intelligence sharing and attributed one incident to "a software problem involving their early warning system."1 White House officials have similarly insisted that intelligence sharing operations between the two countries remain unchanged.1
