The Grattan Institute has released a report recommending a significant overhaul of Australia's tax and welfare framework centered on raising the Goods and Services Tax (GST) 1. Under the proposal, the GST would increase from 10 percent to 15 percent and be extended to all food items, generating approximately 760 billion Australian dollars in additional annual revenue 1. Of this amount, 580 billion Australian dollars would be allocated to cutting income taxes for middle and lower-income earners and boosting welfare payments, with the remainder distributed to state governments 1.
The Institute's modeling shows a progressive outcome under the revised system. Low-income single-parent renting families would gain approximately 150 Australian dollars per week, while high-income households would pay an additional 162 Australian dollars in tax weekly 1. The welfare component of the proposal includes a 20 percent increase in JobSeeker and youth allowances, a 50 percent rise in rental assistance, a 20 percent boost to childcare payments, and an approximately 8 percent increase to pensions 1. Recent research from the University of New South Wales suggests that the GST may not be as regressive as commonly believed 1.
Prime Minister Albanese has indicated that the Labor Party has not yet considered raising the GST 1.
