The Electronic Disturbance Theater, a web-based activist group, developed and deployed electronic civil disobedience tactics to conduct virtual blockade operations against Mexican and American government websites in support of the Zapatista movement.1 The group created Flood Net software, which automated repeated page-reload requests designed to overwhelm target servers.1
The campaign began with Flood Net Tactical Version 1.0, first tested on April 10 with over 8,000 participants, targeting the Zedillo website by sending reload requests every seven seconds and causing intermittent access disruptions.1 On May 10, the group shifted focus to the Clinton White House website, reducing the reload interval to every three seconds; however, the presence of five mirror websites limited the operation's effectiveness.1 During a June 10 action against Mexico's Interior Ministry, the Mexican government deployed JavaScript countermeasures designed to crash participants' browsers in response to Flood Net attacks.1 The organization planned to showcase its SWARM multi-tool solution at the Ars Electronica festival in Linz, Austria, scheduled for September.1
