American agricultural businesses and trade associations conducted more than 350 lobbying meetings between July 2024 and July 2026 in an effort to delay and dilute the European Union's landmark deforestation regulation, according to an investigation by environmental organization Mighty Earth 1. The campaign targeted the EU Deforestation Regulation (EUDR), which prohibits the import of beef, cocoa, coffee, palm oil, rubber, soy, and timber from operations linked to forest destruction 1. The regulation, originally designed to strictly track the origin of commodities, has already been significantly modified under pressure from American lobbying efforts 1.
The lobbying push involved at least 24 major US corporations, trade associations, and industry groups, including Cargill, Bunge, and Mondelēz 1. According to the investigation, American lobbyists held 173 meetings with European Parliament members and 178 meetings with senior EU Commission officials 1. The EUDR, which the EU's then-environment commissioner Virginijus Sinkevičius described as "the most ambitious legislative attempt in global history," has already been delayed twice and is scheduled to take effect in December 1. The lobbying efforts received tacit support when President Trump and EU Commission President Ursula von der Leyen met at a golf course in Scotland in July 2025 and issued a joint statement asserting that the United States "poses a negligible risk to global deforestation" and committing the EU to "address the concerns of American producers and exporters" 1.
