Taiwan's Mainland Affairs Council has kept its orange travel alert in place for mainland China, Hong Kong, and Macau, yet this cautionary measure has not deterred a significant increase in cross-strait travel.1 From January to August 2024, Taiwanese visitors to mainland China reached 2.492 million, representing a year-over-year growth of 19.63%.1 This makes mainland China the second-most popular destination for Taiwanese travelers, behind only Japan.1
The surge in visitor numbers has been consistent throughout the period, with every month recording double-digit growth compared to the same period last year.1 March saw the highest growth rate at 32.34% year-over-year, and beginning in March, monthly visitor numbers have exceeded 300,000 consistently.1 Overall outbound travel from Taiwan grew 15.24% during the same period, indicating that growth to mainland China outpaced the broader trend.1
Experts note that residents tend to rely on personal experience when assessing safety rather than heeding official warnings.1 The orange alert has demonstrated limited persuasive effect on citizens with ongoing cross-strait business or family ties.1 Meanwhile, mainland authorities have expanded national security legislation in recent years, leading to multiple cases of detention and restrictions on personal freedom.1 The Taiwan government faces a communication challenge in conveying emerging security risks to the public, particularly as the mainland implemented new entry and exit management regulations effective September 15, 2024, following related measures released in June.1
