Devon and Cornwall Police has formally apologized and agreed to pay compensation to nine women who accused the force of protecting officers suspected of perpetrating violence against women.1 The settlement came after a two-year legal dispute, during which the women alleged they suffered rape, assault, threats, harassment, and coercive control while the police force allegedly concealed serious crimes.1 Although the force did not admit liability, it committed to improving safeguarding measures for domestic abuse cases involving police officers.1
Among the nine victims, four had previously served with the police force but have since left.1 Some of these women endured abuse for approximately 15 years.1 Chief Constable James Vaughan personally apologized for the force's failures in March 2026 when meeting with the women to discuss the handling of their domestic abuse reports.1 At least four officers accused of abuse remain on active duty,1 while one male officer was promoted twice after allegations emerged and was subsequently appointed to a leadership role overseeing efforts to combat violence against women and girls.1
The case was brought by the Centre for Women's Justice.1 The settlement comes two weeks after Devon and Cornwall Police entered special monitoring due to poor overall performance.1 One woman who was a schoolteacher was arrested following a warning but was later removed from the criminal record.1
