深圳法院系统正在推进司法服务与基层综治中心的融合，建立起调解与诉讼相衔接的双向流转机制1。通过法官现场入驻、远程指导等多种方式，法院为基层调解提供专业支持，同时与派出所、街道、行业管理部门等多方联动，在婚姻家庭、交通事故、医患纠纷等领域开展协同调处1。调解成功的案件可申请司法确认获得强制执行力，调解不成则依法进入诉讼程序1。
各区法院因地制宜推进改革落地。福田综治中心成立法院分中心，在福田法院诉讼服务大厅设立专窗1；宝安法院将司法服务嵌入派出所接访和综治调解环节，法官通过远程视频释法指导1；南山、光明法院选派退休法官入驻综治中心，光明法院设立全市首个"老法官调解室"1。这些机制已初见成效。2025年4月，深汕特别合作区鲘门街道渔船自燃事故纠纷案中，法院48小时内出具司法确认文书1。坪山区各级综治中心2026年以来累计提供心理服务526人次、开展危机干预11例；康宁医院综治中心试运行以来已化解十余起复杂纠纷1。
Shenzhen's court system has established a coordinated mechanism linking mediation and litigation by embedding judicial services within community-level governance centers.1 Judges provide professional support to grassroots mediators through on-site presence and remote guidance, while collaborating with police departments, neighborhood offices, and industry regulators to jointly resolve disputes in areas including family relations, traffic accidents, and medical conflicts.1 Successful mediations can be submitted for judicial confirmation to obtain enforcement authority, while unsuccessful cases proceed directly into litigation.1
Several district courts have implemented this integration model with distinct approaches. Futian District Court established a branch office within the district's governance center and operates a dedicated judicial service window in its litigation service hall.1 Bao'an Court embeds judges into police reception and mediation procedures, with judges providing legal guidance remotely through video conferencing.1 Nanshan and Guangming courts have stationed retired judges in their respective governance centers, with Guangming Court opening the city's first "retired judge mediation room."1 In a concrete example, following a fishing boat fire in Dashamen Street, Shenzhen-Shanwei Cooperation Zone in April 2025, the court issued judicial confirmation documents within 48 hours.1
Psychological support has also become part of the integrated service model. Since 2026, Pingshan District's governance centers have provided psychological services to 526 individuals and conducted 11 crisis interventions, while the trial operation of Kangning Hospital's mediation center has resolved more than a dozen complex disputes.1
