Six government departments, led by the Ministry of Housing and Urban-Rural Development, have jointly initiated a three-year "Warm Heating" campaign to modernize urban district heating infrastructure 1. The action plan encompasses 19 key tasks across five major areas, including regular health assessments of heating facilities, optimization of heat transfer station renovations, advancement of coordinated heat and power generation, and strengthened refined management practices 1. Heating pipeline networks and heat transfer stations that have been in operation for 20 years or more will be incorporated into the renovation program 1. The campaign also encourages optimization renovations of individual heat transfer stations serving heating areas exceeding 50,000 square meters 1.
As of the end of 2025, China's northern heating regions had achieved centralized district heating coverage of 147.5 billion square meters, of which 112.9 billion square meters served residential buildings 1. To enhance service quality, the program promotes service mechanisms such as "visiting residents to ensure warmth," "responding to complaints immediately," and "heating steward" initiatives 1.
