Shenzhen's Department of Ecology and Environment and Public Security Bureau's Traffic Management Division have introduced a new regulation banning motor vehicle horn use across the city, effective from November 1, 2026, through November 1, 2031.1 The measure aims to control traffic noise pollution and takes effect shortly before the APEC Economic Leaders' Week convenes in the city mid-November.1
Drivers who violate the ban face penalties of 300 yuan for a first offense, with fines escalating to 500 yuan per violation for repeat infractions within a single year after the third violation.1 However, the regulation permits horn use in specific circumstances, including at sharp curves, hilltops, when overtaking, and in emergency situations.1 Emergency vehicles such as police cars, fire trucks, and ambulances operating under official duties are exempt from the restriction.1
To support the traffic management initiative, the city is implementing complementary measures including half-price discounts on subway and public bus fares, while encouraging remote work arrangements and staggered commuting schedules among residents.1 The APEC Business Leaders' Summit is scheduled for November 17-18, with the Economic Leaders' Meeting to follow on November 18-19.1
