国家统计局发布2025年全国R&D经费投入统计公报

国家统计局、科学技术部和财政部联合发布2025年全国科技经费投入统计公报，全国研究与试验发展（R&D）经费投入达39288.2亿元，比上年增加2961.3亿元，增长8.2%，投入强度为2.80%，比上年提高0.11个百分点1。

从研究类型看，基础研究经费2834.6亿元，增长13.3%，增速最快；应用研究经费4441.6亿元，增长3.2%；试验发展经费32012.0亿元，增长8.4%1。基础研究经费所占比重达7.21%，比上年提升0.33个百分点1。

从投入主体看，企业仍是R&D投入的绝对主体，投入经费30394.4亿元，占比77.4%；政府属研究机构投入4572.3亿元，占11.6%；高等学校投入3407.3亿元，占8.7%1。高技术制造业R&D经费8430.7亿元，同比增长9.9%1。

国家财政科学技术支出13184.5亿元，增长4.4%，其中中央财政支出4473.2亿元，占33.9%；地方财政支出8711.2亿元，占66.1%1。从地区分布看，广东省R&D经费投入最高，达5510.4亿元，其次为江苏省4948.2亿元、北京市3696.1亿元1。

This represented an increase of 29.613 billion yuan compared to the previous year, marking an 8.2% growth rate, with the R&D intensity ratio reaching 2.80%, up 0.11 percentage points from 2024 1.

Basic research demonstrated the fastest expansion, with expenditure reaching 28.346 billion yuan and growing 13.3% year-over-year 1. Applied research received 44.416 billion yuan with 3.2% growth, while experimental development—the largest component—totaled 320.12 billion yuan with 8.4% growth 1. Basic research's share of total R&D investment rose to 7.21%, an increase of 0.33 percentage points 1.

The enterprise sector remained the dominant force in R&D investment, accounting for 303.944 billion yuan or 77.4% of the total 1. Government research institutions contributed 45.723 billion yuan (11.6%), while higher education institutions provided 34.073 billion yuan (8.7%) 1. High-tech manufacturing industries saw R&D spending reach 84.307 billion yuan, up 9.9% from the previous year 1.

National fiscal science and technology expenditure totaled 131.845 billion yuan, with 4.4% growth 1. Central government funding comprised 44.732 billion yuan, representing 33.9% of total fiscal R&D support, while local government funding accounted for 87.112 billion yuan, or 66.1% 1. Regionally, Guangdong led with 55.104 billion yuan in R&D investment, followed by Jiangsu with 49.482 billion yuan and Beijing with 36.961 billion yuan 1.
