Bi Baowen, former vice governor of Heilongjiang Province and former party secretary and director of the Heilongjiang Public Security Bureau, has been formally charged with bribery and abuse of influence.1 The Shenyang City People's Procuratorate filed the indictment with the Shenyang Intermediate People's Court in recent days, accusing him of leveraging his official authority during his tenure to secure benefits for others and illegally accepting substantial sums of money.1
The case involves alleged crimes of exceptionally serious and serious magnitude.1 Bi's investigation, concluded by the National Supervision Commission, was followed by an arrest decision issued by the Supreme People's Procuratorate, with the Shenyang municipal procuratorate handling the review and prosecution.1 Throughout his career, Bi held positions including party secretary and director of the Binzhou City Public Security Bureau in Shandong Province, deputy and executive deputy director of the Shandong Public Security Department, party secretary and director of the Heilongjiang Public Security Bureau, and party group member and vice governor of Heilongjiang Province.1
