The United Nations High Commissioner for Refugees (UNHCR) and the World Health Organization (WHO) have warned of a severe humanitarian crisis across Sudan and the surrounding region, marked by a devastating combination of disease outbreak and acute malnutrition among vulnerable populations. Between May 15 and September 14, 2024, more than 1,200 children under five years old died in nine refugee camps in Sudan's White Nile State from suspected measles and severe malnutrition.1 Over the same period, authorities reported more than 3,100 suspected cases of measles, alongside more than 500 suspected cholera cases elsewhere in the country, as well as outbreaks of dengue fever and malaria.1
The health infrastructure supporting affected populations has deteriorated significantly, with medical facilities struggling to function due to staff shortages, insufficient medicines, and inadequate equipment.1 Repeated armed conflict has further restricted the provision of health services in these areas.1 UNHCR High Commissioner Filippo Grandi emphasized the scale of the crisis, stating that "dozens of children are dying every day,"1 while WHO Director-General Tedros Adhanom Ghebreyesus acknowledged that "local health workers are doing their best under extremely difficult conditions."1
The crisis extends beyond Sudan's borders. South Sudan has reported 5,770 suspected measles cases and 142 deaths, with children under five accounting for 70 percent of cases and 76 percent of deaths.1 From May to July 2024, an average of 103 children per month were hospitalized for moderate or severe malnutrition in South Sudan, compared to just 14 cases before the conflict.1 In Ethiopia's Amhara region, a cholera outbreak centered in Metema had resulted in 8 deaths and 435 suspected cases as of September 12.1 Chad has identified nearly 13,000 children under five suffering from severe acute malnutrition, with hospital admissions for malnutrition increasing by 56 percent in Wadai Province.1 Additionally, refugees in Chad receive only 5 liters of clean drinking water per person daily, approximately one-third of the recommended amount.1
Response efforts have included vaccination campaigns. Over 53,000 children under five in Blue Nile and White Nile State camps have been vaccinated against measles,1 while two measles vaccination campaigns in Chad have reached 1.2 million children.1
