The WHO Sustainable Financing Working Group, chaired by Mr Björn Kümmel, has presented a comprehensive financing reform strategy to the Seventy-fifth World Health Assembly, addressing critical vulnerabilities in the organization's funding structure 1. The working group revealed that 86 percent of WHO's budget currently depends on donor contributions, with only 14 percent derived from predictable funding sources 1. After approximately eighteen months of deliberations across seven meetings, the group has reached consensus on measures designed to strengthen the organization's financial stability and governance 1.
The proposed reforms center on increasing assessed contributions from member states through a phased approach 1. The working group recommends raising assessed fees by 20 percent in the 2024-2025 budget cycle as an initial step, with the ultimate goal of achieving assessed contributions equivalent to 50 percent of the base budget by the 2030-2031 biennium, while aiming to accomplish this target by 2028-2029 if possible 1. Beyond revenue measures, the proposal includes establishing a dedicated member state working group to strengthen WHO's budget, project, and financing governance frameworks, ensuring greater transparency, efficiency, accountability, and compliance 1. The working group also recommends exploring supplementary financing mechanisms to broaden the funding base and reinforcing the roles of the Program, Budget, and Administration Committee 1.
