The Inter-Parliamentary Union adopted a resolution in Belgrade, Serbia, committing to achieve universal health coverage by 2030.1 The resolution calls on national parliaments to take all necessary measures to implement UHC, emphasizing the need for sound legal frameworks and adequate resource allocation, as well as strengthened primary healthcare and health systems.1
WHO Director-General Tedros Adhanom Ghebreyesus emphasized that "Universal health coverage is a political choice. Last month, the world's leaders signalled their readiness to make that choice."1 The resolution was passed approximately one month after the world's leaders adopted a United Nations political declaration on the same commitment.1 According to the WHO, parliaments play a critical role in enacting legislation and allocating funding to realize this goal.1
The urgency of action is underscored by stark projections. Without accelerated progress, the UHC Global Monitoring Report warns that 5 billion people will still lack access to healthcare by 2030 if current trends persist.1 However, investing an additional USD 200 billion annually in primary healthcare in low- and middle-income countries could save 60 million lives and extend average life expectancy by 3.7 years.1 This additional investment represents approximately 3 percent of the world's annual health expenditure of USD 7.5 trillion.1
