The World Health Organization and related organizations have issued a joint statement urging countries to designate seafarers and aircrew as essential workers and prioritize them for COVID-19 vaccination.1 The statement emphasizes the critical role these workers play in maintaining global trade and economic recovery amid the pandemic.
As of January 2021, approximately 400,000 seafarers were stranded aboard commercial vessels, unable to return home after exceeding their contract periods, while an equal number of seafarers were waiting to replace them.1 Maritime shipping accounted for over 80 percent of global trade in 2019, with around 2 million seafarers operating the world's merchant fleet.1 The aviation sector employed 887,000 certified aviation professionals in 2019, including pilots, air traffic controllers, and certified maintenance technicians.1 In that same year, passenger air transport carried approximately 5.7 billion passengers globally.1 The joint statement stresses that facilitating cross-border movement of these workers is essential to maintain continuous transport operations.
The WHO has advised against countries currently requiring proof of vaccination as a condition of entry for international travel, noting that vaccines' effectiveness in reducing transmission remains subject to key uncertainties and vaccine availability is limited.1 The organization established a Smart Vaccine Certificate working group in December 2020 to ensure digital versions of vaccine certificates are interoperable.1
