The World Health Organization has released its eighth Global Tobacco Epidemic Report, documenting significant advances in tobacco control efforts worldwide 1. According to the report, 530 million people are now protected by at least one MPOWER measure—a more than fourfold increase from 2007 1. More than half of countries and half of the global population now benefit from at least two MPOWER interventions, representing an addition of 14 countries and nearly one billion people since the 2019 report 1.
Despite these gains, serious regulatory gaps remain, particularly concerning emerging nicotine products. Eighty-four countries currently lack any regulatory framework for e-cigarettes, though 32 countries have implemented outright bans on sales and 79 have adopted at least partial measures 1. The report highlights that e-cigarette products are diverse, rapidly evolving, and sometimes deceptively marketed, with some labeled as nicotine-free yet found to contain addictive substances upon testing 1. These products are being actively promoted to children by tobacco companies, according to the report 1.
The tobacco epidemic continues to exact a heavy toll globally, with approximately one billion smokers worldwide, of whom about 80 percent live in low- and middle-income countries 1. Tobacco causes eight million deaths annually, including one million attributable to secondhand smoke exposure 1. WHO Director-General Tedros Adhanom Ghebreyesus stated: "Nicotine is highly addictive. Electronic nicotine delivery systems are harmful and must be better regulated" 1. The organization notes that 49 countries have yet to implement a single MPOWER measure at the highest level, with 41 of these being low- and middle-income nations 1.
