[1](#source-1)

The World Health Organization has issued an alert regarding a fraud scheme in which scammers impersonate Capital Finance, Inc., a purported London-based financial firm, to deceive victims into believing they are eligible for a $1 million COVID-19 compensation lottery prize.1 The fraudsters falsely claim to represent the WHO, the International Monetary Fund, and the Bill & Melinda Gates Foundation in distributing these fictitious awards.1
The scam operates through email communications and a fraudulent website at www.capitalfinanceinc.net, where perpetrators solicit personal information from victims, including passport or identity document details, nationality, occupation, mailing address, email address, and telephone numbers.1
The WHO has explicitly stated that it "has never appointed or entered into any contractual relationship with any entity by the name of Capital Finance, Inc."1 and clarified that "WHO is not offering or conducting a lottery prize to compensate individuals."1 According to the organization, victims who provide personal information or transfer money face risks of identity theft and financial loss.1 The WHO urges the public to remain vigilant and report such schemes to law enforcement authorities.1
