The 28th International Conference on Weights and Measures (CGPM 2026) has passed Resolution 5, which will discontinue the practice of inserting leap seconds into Coordinated Universal Time (UTC) and establish it as a continuous time standard beginning May 20, 2027.1 Leap seconds have been used 27 times to adjust global clocks, but scientists determined the system causes problems for modern timekeeping infrastructure.2
Under the new framework, the maximum deviation between UT1 (astronomical time) and UTC will be set at 3,600 seconds—equivalent to one hour.1 This adjustment addresses the significant risk posed by negative leap seconds, with the probability of a negative leap second occurring before 2035 estimated at 30%.1 The 2022 CGPM meeting had previously mandated that such a maximum deviation be implemented by 2035 or earlier.1 The anticipated cost of preparing for this transition is expected to be similar to the expenses incurred during preparations for the millennium bug crisis.1
Support for the resolution has been formally submitted to the International Bureau of Weights and Measures (BIPM) by multiple international organizations, including the International Telecommunication Union and the IEEE.1
