为推进这一目标，会议部署了创新场景应用机制、优化创新生态、健全要素供给、构建推进机制等四大重点任务1。同时发布了组工建设、企业服务、智慧教育、智慧医疗、城市治理五大首批改革攻坚项目1。龙岗还将试点落地两万台国产墨水屏学教终端，作为"龙老师"项目的重要组成部分1。
