Nepal's Prime Minister Baldur Shah has proposed establishing a Himalayan Climate Resilience Mechanism at the United Nations General Assembly, calling for India, China, and Nepal to collaborate in addressing climate-related disasters threatening the region 1. The initiative comes as the Himalayan region faces accelerating environmental degradation that crosses political boundaries.
The Himalayan area is warming at a rate exceeding the global average, with glacier melting speeds doubling since 2000 1. The Tibetan Plateau has experienced a 24% reduction in glacier coverage over the past six decades, and now contains more than 14,000 glacial lakes spanning over 1,100 square kilometers 1. These changes have intensified risks of transboundary flooding, landslides, and other hazards. Research conducted by the American Geophysical Union in 2024 predicts significantly rising risks of flash floods in the Himalayan and Tibetan regions in the coming decades 1.
However, the proposal faces substantial geopolitical obstacles. India and China remain locked in a border dispute spanning approximately 3,500 kilometers along the Line of Control, with multiple military standoffs occurring along this frontier 1. The two nations have also experienced breakdowns in scientific cooperation; China halted provision of hydrological data on the Brahmaputra River to India in June 2023, and has not shared data on the Sutlej River since 2022 1. A 2009 bilateral agreement between India and China to jointly study the impacts of global warming on glaciers produced limited results, with only one meeting held before the initiative stalled 1. Despite these obstacles, Shah stated: "Let the Himalayas become a laboratory for international cooperation, not a frontier of fragmented information" 1. As of now, neither India nor China has formally responded to Nepal's proposal 1.
