China's public security agencies are shifting away from their long-standing reliance on imported foreign dog breeds to develop domestically-bred police dogs, driven by trade tensions following the COVID-19 pandemic.1 Among the seven primary police dog breeds recognized by China's Ministry of Public Security, six are foreign species, with only the Kunming dog being developed through domestic breeding efforts.1
To formalize this transition, the Ministry of Public Security issued guidelines in 2023 aimed at deeper exploration and development of indigenous police dog breeds.1 Building on this framework, 2025 marks a pivotal year in which the ministry has prioritized unlocking the potential of domestic breeds such as the Kunming dog and significantly expanding their proportion within China's national police dog force.1
Tibet's Public Security Department launched indigenous police dog breeding initiatives in 2022, focusing on the Tibetan Linzhi hunting dog as a priority breed for development.1 These efforts are already yielding practical results. A Tibetan Linzhi hunting dog successfully tracked a criminal suspect and discovered blood-stained evidence during a 2025 criminal investigation, demonstrating the breed's effectiveness in detective work.1
