Victoria's government has been found to have hidden the extent of losses from Covid-19 pandemic support payments distributed to ineligible businesses, according to an investigation by the state's anti-corruption watchdog.1 The state paid approximately $257 million in grants to around 9,000 ineligible enterprises, with suspected total losses reaching as high as $285 million.1 Senior officials deliberately withheld information about the scale of losses from their superiors and provided "false and misleading" briefing materials to then-minister Ben Carroll in 2022.1
The concealment came to light following a whistleblower complaint that triggered the special investigation.1 A deputy director instructed staff to remove all references to suspected losses from draft reports.1 Victoria Elliott, the Commissioner for Integrity and Accountability, stated: "This special report reveals serious misconduct by senior public servants."1 The department responsible for the grant scheme was subsequently restructured in 2023 and renamed the Department of Jobs, Skills, Industry and Regions.1
