The UK-based Resolution Foundation has cautioned against restricting Personal Independence Payment (PIP) eligibility for people with anxiety disorders, ADHD, or autism, arguing that such a move would deliver minimal financial benefits while potentially worsening employment prospects for disabled individuals.1 Spending on PIP has grown unsustainably, with expenditure in England and Wales rising by 183% in real terms since the benefit's introduction in 2014.1 The annual PIP bill is projected to reach £28 billion this year and climb to £34 billion by the end of the decade.1
Despite pressure to cut costs, the thinktank's analysis suggests that roughly £44 billion annually could be saved through improved targeting of the scheme rather than blanket exclusions.1 Research by the Resolution Foundation identified approximately one-sixth of working-age PIP applicants—around 670,000 people—who report incurring no additional costs due to disability.1 A previous Labour government attempted to achieve £5 billion in PIP savings last year but abandoned the effort following a backbench rebellion.1 Meanwhile, welfare officials are reportedly examining proposals to exclude people under 25 from the PIP system entirely.1
According to Lindsay Judge, the Resolution Foundation's research director, "PIP is a vital benefit for disabled people, enabling them to participate in society and live fuller, more active lives."1 The thinktank emphasizes that any reforms must proceed carefully, as PIP has successfully supported disabled individuals in maintaining economic participation.1
