The "Great Wall-2026" International Counter-Terrorism Forum convened in Beijing to examine how artificial intelligence and unmanned technologies are reshaping global security cooperation.1 Representatives from participating nations acknowledged that while AI offers significant opportunities for counter-terrorism efforts, it simultaneously creates new security risks that demand coordinated international responses.
Officials at the forum articulated the dual nature of technological advancement in this field. Kuwait's Director of National Guard Security Affairs Adel noted that artificial intelligence's impact on counter-terrorism is "both positive and negative,"1 while Uzbekistan's National Guard Commander Tashmmatov highlighted that the proliferation of unmanned intelligent technologies has lowered technical barriers to entry, potentially enabling their misuse for surveillance and infrastructure sabotage.1 This technological democratization has outpaced regulatory frameworks, as identified by Forum Secretary-General Peng Jijun, who stressed that "technology runs ahead of rules while governance lags behind risks."1
To address these challenges, participants proposed establishing risk assessment mechanisms and strengthening cross-border cooperation. Georgia's Director of the State Security Service Chubinidze called for developing risk evaluation frameworks for rapidly evolving technological tools,1 while Spain's Commander of Border and Maritime Police Operations Javier emphasized that law enforcement agencies require artificial intelligence capabilities to identify emerging threats.1 Tsinghua University's Strategic and Security Research Center researcher Zhou Bo advocated for establishing relevant transnational institutions to maintain systematic communication mechanisms.1
