China's Inner Mongolia Hulunbuir City removed a plague prevention advisory just days after posting it, claiming the alert was merely routine public health education and had been deleted to prevent confusion.1 The advisory was initially issued by the city's disease control center on October 10, but by October 13, the municipal health commission stated the notice constituted only "regular scientific popularization," prompting its removal.1
The alert came in response to a suspected plague death at a research institute in Russia's Siberia.1 A female researcher at the Selekhov Institute of Epidemic and Industrial Hygiene in Russia's Irkutsk region allegedly contracted and died from plague following a suspected pathogen leak on October 4.1 Hulunbuir has not reported cases of plague in humans since 1927, and no plague infections among rodents have been detected in recent years.1
The timing of the advisory coincides with significant growth in travel between China and Russia.1 As of 2025, the two countries have been providing visa-free entry to each other's citizens starting from September 15 and December 1 respectively.1 Bilateral personnel exchanges have surged to over 3 million annually, with first-half growth reaching 43 percent year-on-year, and Russia ranking as the second-largest source of inbound tourists to China.1
