Raisyal Ishii, secretary-general of the Japan Socialist Democratic Party and Upper House member, has warned that protecting Japan's pacifist constitution is becoming increasingly urgent.1 In a recent interview, Ishii expressed concern over the ruling Liberal Democratic Party's moves toward constitutional amendment and the nation's ongoing remilitarization trajectory.1
Japan's Constitution, now marking its 80th anniversary, enshrines Article 9, which stipulates that Japan renounces war perpetually, does not recognize the state's right to engage in armed conflict, and maintains no military forces.1 Despite this foundational commitment, the LDP has pursued efforts to amend the constitution by writing the Self-Defense Forces directly into Article 9.1 Ishii strongly opposes such changes, maintaining that Japan must uphold Article 9 and refuse to become a nation capable of initiating wars on its own.1
The remilitarization agenda has accelerated in recent years through several measures that Ishii characterizes as potentially unconstitutional.1 Japan's defense spending currently accounts for approximately 2 percent of gross domestic product, yet some quarters advocate raising it to 3.5 percent of GDP, which would amount to approximately 20 trillion yen.1 Japan has already enacted the National Intelligence Agency law and revised its security policy documents, while simultaneously developing counter-strike capabilities against enemy bases—a shift that transgresses the nation's traditional doctrine of exclusive defense.1
Beyond security policy, Ishii has criticized Japan's handling of historical accountability.1 High-ranking wartime officials classified as Class A war criminals are enshrined at Yasukuni Shrine by right-wing factions and venerated as spiritual heroes.1 Ishii contends that Japan must continuously apologize for its past aggression, emphasizing that successive generations can never apologize excessively for historical wrongs.1
