两部门联合印发《关于强化知识产权协同保护的意见》

国家知识产权局与海关总署于2026年10月14日联合印发《关于强化知识产权协同保护的意见》1，旨在发挥两部门优势形成工作合力，协同推进知识产权全链条保护1。

意见明确了七项重点工作，包括加强信息共享、强化调查协助、加强业务支撑、强化重点领域保护、加强会商调研、加强人才培养和宣传、开展评估奖惩1。同时建立常态化联络机制，由国家知识产权局知识产权保护司与海关总署综合业务司执行牵头，确定联络人负责日常沟通联络1，为知识产权强国建设提供支撑1。

The National Intellectual Property Administration and the General Administration of Customs jointly issued the "Opinion on Strengthening Coordinated Protection of Intellectual Property" on October 14, 2026.1 The directive aims to leverage the strengths of both agencies to create a unified working force and advance comprehensive chain protection of intellectual property rights.1

The opinion identifies seven priority initiatives to guide collaborative efforts.1 These include enhancing information sharing between the agencies, strengthening investigative cooperation, providing enhanced business support, reinforcing protection in key sectors, increasing consultation and research activities, developing talent and raising public awareness, and establishing assessment and incentive mechanisms.1 The National Intellectual Property Administration's Intellectual Property Protection Division and the Customs' Comprehensive Business Division will serve as the leading implementation units.1 To operationalize this partnership, the agencies will establish regular liaison mechanisms with designated contacts responsible for day-to-day communication and coordination.1 These coordinated measures are designed to provide substantive support for building China into a strong intellectual property nation.1
