China's central bank has granted approval to Visa to establish a local bank card clearing entity, marking a significant regulatory milestone for the international payments giant after nine years of pursuit.12 The People's Bank of China formally approved Visa Information Technology (Beijing) Co., Ltd. to prepare for the establishment of a bank card clearing institution on October 13.2
Visa becomes the third international card organization to receive such approval in China, following American Express and Mastercard.2 The company must complete its preparatory work within one year before submitting an application for a bank card clearing business license.2 Once fully operational, Visa will be able to conduct independent renminbi clearing transactions within China without relying on dual-branded card arrangements.2 Visa CEO McKinney stated that the approval of the preparation application "represents significant progress in Visa's long-term efforts to develop the Chinese market."2
The approval was announced ahead of a summit between Trump and Xi Jinping where more than a dozen American corporate leaders participated.2 In May, Trump had urged Chinese officials to further open China's credit card market to Visa.2 Mastercard received similar approval to prepare for renminbi bank card clearing services in 2023.2
