The State Administration for Market Regulation has drafted a notice on optimizing the management of environmental electricity prices and opened it for public consultation from October 13 to October 20, 2026.1 The draft notice aims to coordinate efforts in reducing pollution from coal-fired power generation while promoting high-quality development in the industry, and to protect the legitimate rights and interests of both power generation enterprises and electricity consumers.1
The proposal encompasses three main areas of reform: optimizing the classification-based regulatory model, clarifying the division of responsibilities among government departments, and standardizing the management and use of funds.1 Under the new framework, grid enterprises will directly deduct corresponding environmental electricity price payments from generators whose hourly average emission concentrations exceed regulatory limits.1 When environmental protection facilities are shut down without legitimate justification or operate abnormally, resulting in pollutant emissions exceeding the standard by a factor of one or more, the market regulation department will impose penalties in accordance with the law.1 However, failures caused by unforeseeable objective circumstances will not be classified as price violations.1 The environmental electricity price payments deducted by grid enterprises will be returned to consumers according to regulations, thereby reducing electricity costs for users.1
