Bolivia's attorney general has launched a preliminary investigation into former left-wing president Evo Morales regarding his alleged involvement in a 2009 hotel shooting in Santa Cruz that resulted in the deaths of three European citizens.1 Prosecutor José Armando Uriostegui announced the probe just one week after taking office, with charges including murder, abuse, torture, and illegal detention.1
The three men killed during the police raid were identified as Eduardo Rotzsa Flores, a Bolivian-Croatian national; Michael Dwyer, an Irish citizen; and Apad Mazarosi, a Hungarian-Romanian national.1 At the time, the Morales government claimed the victims were plotting a separatist movement, though the Inter-American Commission on Human Rights concluded in 2021 that the government violated human rights.1 Morales himself stated to the press that he had ordered the detention of these foreign nationals, calling them "mercenaries."1
Morales currently faces arrest warrants on two additional charges stemming from protests that lasted 53 days earlier this year and human trafficking of minors.1
