An Australian-Vietnamese democracy campaigner has been held incommunicado by Vietnamese authorities for more than three weeks following his detention in mid-September.1 Tran Hiep was apprehended after disappearing on September 18 in Cambodia's capital Phnom Penh and subsequently transferred into Vietnamese custody on charges of terrorism financing and identity document forgery.1 He is currently confined at the B34 detention center in Ho Chi Minh City, a facility with a documented record of human rights violations against political detainees.1
Vietnamese officials have identified Hiep as a member of Viet Tan, an organization the government classifies as a terrorist group.1 However, Human Rights Watch characterizes Viet Tan as "an opposition political party that operates openly and legally in many countries, including Australia."1 Hiep spent his 51st birthday in the detention facility while held without contact.1 His wife and advocacy organizations have called on the Australian government to publicly pressure Vietnamese authorities for his immediate and unconditional release.1
Former Australian detainee Kylie Moore-Gilbert, who spent 804 days imprisoned in Iran, has cautioned that government silence can result in harsher sentencing, citing her own experience.1
