South Korea and Ukraine have become embroiled in a diplomatic dispute following Ukraine's public disclosure of the transfer of two captured North Korean soldiers, violating an agreement the two nations had reached on keeping the matter confidential.1
Ukrainian President Volodymyr Zelensky announced on September 23 at the United Nations General Assembly that Ukraine was transferring two North Korean prisoners of war to South Korea.1 The two soldiers had been captured by Ukrainian forces in January 2025 while fighting alongside Russian troops in the Kursk region.1 South Korea's government contended that the two countries had reached a confidentiality agreement in mid-September and demanded an apology from Ukraine.1 According to Erwin Tan, a professor of international politics at Hanyang University in South Korea, Seoul's insistence on secrecy was motivated by concerns about potential North Korean retaliation against the prisoners' families and the need to maintain communication channels with Pyongyang.1
The dispute escalated further when Ukraine accused South Korean ports of shipping over 176,000 tons of diesel and other energy products to Russia in July and August 2026, allegedly in violation of international sanctions.1 In response, South Korea recalled its ambassador to Kyiv on Saturday, October 12.1
