国家铁路局发布《铁路科技创新"十五五"规划》

国家铁路局近日发布《铁路科技创新"十五五"规划》，明确了铁路科技创新的指导思想、基本原则、发展目标和重点任务。1这是该规划首次纳入国家科技管理体系，将报送中央科技办备案。1

规划设定的目标是到2030年基本建成机制成熟、聚力协同、平台完善、人才集聚的引领铁路现代化发展的科技创新体系。1为实现这一目标，规划明确了七个重点任务领域，包括基础研究和前沿技术、工程建造、技术装备、运输服务、数智铁路、安全保障和绿色低碳。1其中，基础研究和前沿技术领域是相较于"十四五"规划新增加的。1在保障措施方面，规划强调要加强组织领导、平台建设、标准引领、人才培育和规划实施。1

The State Railway Administration has unveiled the "15th Five-Year Plan for Railway Science and Technology Innovation," establishing strategic guidance, fundamental principles, development objectives, and priority initiatives for the sector 1. The plan has been incorporated into the national science and technology management system for the first time and will be filed with the Central Science and Technology Commission 1.

The blueprint sets a goal to establish a mature, coordinated, well-equipped, and talent-rich science and technology innovation system that leads railway modernization by 2030 1. To achieve this, the plan identifies seven key operational areas: fundamental research and frontier technology, infrastructure construction, technological equipment, transportation services, digital and intelligent railways, safety assurance, and green and low-carbon development 1. Fundamental research and frontier technology represents a new focus area compared to the previous planning period 1.

Implementation of the plan will be supported through strengthened organizational leadership, platform development, standards advancement, talent cultivation, and execution oversight 1.
