China's Ministry of Commerce announced that the European Union and China have reached a consensus on hybrid vehicle import arrangements following trade negotiations in Beijing.1 Under the agreement, China's annual import quota for hybrid electric vehicles will be set at 350,000 units, with the arrangement taking effect in December.2 The quota represents a significant increase from 2024 levels, when the EU imported approximately 107,000 hybrid vehicles from China, and exceeds the 2025 baseline of 302,000 units on which further upward adjustments have been negotiated.12
The deal includes provisions ensuring that China's quota will not fall below those granted to any other import source for the EU.1 As part of the broader trade agreement, China has agreed to adjust automotive component tariffs and reduce import duties on shoes, olive oil, and ice cream.2 Both sides have confirmed that the trade arrangements comply with World Trade Organization rules and do not specifically target Chinese products.1 The agreement is expected to remain in effect for four years and represents a resolution to previous trade tensions that had been partially addressed through a "soft landing" on anti-subsidy cases achieved in January of this year.12
