A BBC investigation has determined that three people killed by Kenyan police during the state funeral of former Prime Minister Raila Odinga on October 16, 2025, were not participating in any violence at the time they were shot.1 Through analysis of more than 1,500 images and videos, the BBC established that the victims were located between 60 and 160 meters away from the site of any confrontation when they were struck.1 The three deceased were Evans Kiche, a 40-year-old cook who was hit in the head 60 meters from the conflict; Vincent Ogutu, 36, shot in the chest 160 meters away; and Gida Bulka, 42, struck in the head also 160 meters from the disturbance.1 The incident occurred at the Kasarani Stadium in Nairobi, which has a capacity of 48,000.1
Interior Minister Kipchumbah Murkomen defended the police response, characterizing officers' conduct as "restrained" and attributing the shootings to police operating "under enormous pressure" and making "hasty decisions" due to a last-minute venue change.1 BBC journalists identified at least eight armed officers wearing tactical gear, with at least three of them opening fire.1 Despite the passage of a year, the Independent Police Oversight Authority remains investigating the incident, and no one has been held accountable for the deaths.1 One victim's widow stated: "The people we sought protection from are the ones who caused us this pain."1
