According to discussions between Putin and Trump on October 9, Russia committed to immediately providing more than 300,000 tons of diesel to the United States and global markets, with an additional 500,000 tons to follow in November and a further 1 million tons thereafter.1 The U.S. Department of Treasury's Office of Foreign Assets Control issued an authorization notice on October 9, permitting transactions related to Russian diesel sales, deliveries, and imports, with the license valid through April 7, 2027.1 Russian Deputy Prime Minister Novak stated that the decision would not harm Russian consumer interests.1
