手机下单、认证护士按约上门，破解"居家护理难"

随着中国人口老龄化加剧，居家护理需求日益迫切。截至2025年底，中国60岁及以上老年人口达3.23亿，其中失能失智老年人口超过4500万。1为应对这一挑战，吉林大学第一医院开展"互联网+护理"服务试运营，患者可通过手机下单预约认证护士上门提供护理。1该服务涵盖术后伤口护理、管路维护、母婴护理、慢病管理四类服务，首批上线27项服务，其中PICC维护400元/次，急性伤口及普通造口护理300元/次，新生儿护理300元/次，血糖监测、静脉采血、引流护理等150元/次。1

该模式已在全国推广。2019年，国家卫健委在北京、天津、上海等6个省市开始试点，12021年扩大至全国。1南宁市已有82家医疗机构、6492名护士入驻"南宁云医院"平台，截至2025年12月为超2万名患者提供上门护理服务。1河南"豫健护理到家"平台于2023年11月上线，全省560家医疗机构接入，5.8万名注册护士累计提供居家护理服务12.5万人次。1吉大一院的数据也显示需求在增长，2023年至2025年间，该院PICC带管出院患者从2811人增至4077人，造口患者出院人数从1861人增至2043人。1

上门护士需满足严格资质要求，必须持有效护士执业证书，具备5年及以上临床护理工作经历、护理师及以上职称。1尽管该服务模式前景广阔，但仍面临收费标准不统一、部分护士工作负担过重等难题。1

The aging population in China is driving urgent demand for accessible healthcare services outside traditional hospital settings. As of the end of 2025, the country's population aged 60 and above reached 3.23 billion, with more than 45 million elderly individuals experiencing functional or cognitive impairment 1. To address this gap, Jilin University First Hospital has launched a pilot "Internet Plus Nursing" service that allows patients to book certified nurses for home visits through mobile applications 1. The program offers four categories of services: post-operative wound care, catheter maintenance, maternal and infant care, and chronic disease management 1.

The service operates under strict qualification standards, requiring nurses to hold valid nursing licenses and possess at least five years of clinical nursing experience with a nursing practitioner designation or higher 1. Pricing varies by service type: PICC catheter maintenance costs 400 yuan per visit, acute wound and standard ostomy care costs 300 yuan per visit, newborn care costs 300 yuan per visit, while blood glucose monitoring, venipuncture, and drainage management each cost 150 yuan per visit 1. Since its launch, the hospital expanded its offerings to 27 services and experienced significant growth in patient volume. Between 2023 and 2025, the number of PICC catheter patients discharged to home care increased from 2,811 to 4,077, while ostomy patients discharged to home care rose from 1,861 to 2,043 1.

The initiative reflects a broader national expansion of home nursing services. The National Health Commission initiated pilot programs in six provinces and municipalities including Beijing, Tianjin, and Shanghai in 2019, expanding nationwide by 2021 1. Multiple regions have since established dedicated platforms: Nanning's "Cloud Hospital" platform has enrolled 82 medical institutions and 6,492 nurses, providing home care services to over 20,000 patients as of December 2025 1. Henan's "Yuhealth Nursing at Home" platform, launched in November 2023, now includes 560 medical institutions across the province with 58,000 registered nurses who have cumulatively delivered home care services to 125,000 patient visits 1.
