Vincent Chan, a London nursery worker, was convicted in February of 56 criminal offences, including the sexual abuse of a three-year-old girl, and was described by prosecutors as a "prolific sexual predator."1 However, an investigation has revealed that both Camden Council and Bright Horizons nursery had received complaints about his conduct years before his arrest in 2024.1
In 2021, a parent raised "serious concerns" with Bright Horizons about Chan's behaviour and statements made by the parent's daughter regarding him.1 Following a Camden Council-supervised investigation completed that same year, Chan was cleared of suspicion and permitted to return to working with children.1 The decision proved catastrophic: in 2022, Chan filmed himself sexually abusing a three-year-old child at the Bright Horizons nursery.1 When Chan was arrested in June 2024, police discovered tens of thousands of child abuse images on his computer and uncovered evidence that he had committed sexual offences in a previous role as a teaching assistant at St Mary's Church Primary School.1 He was sentenced to 18 years in prison in February 2024.1
The case has exposed serious failings in child protection procedures. The Bright Horizons Finchley Road nursery subsequently closed in June 2025.1 Camden Council conducted a rapid review, with conclusions completed in November 2025, while an independent safeguarding practice review commissioned by the council is expected to be released in early 2027.1
