The first batch of migratory birds has begun arriving in Shenzhen Bay, Talent Park, and other locations for wintering and transit.1 Shenzhen's Seventh Municipal People's Congress Standing Committee has approved the "Shenzhen Special Economic Zone Mangrove Wetland Protection Regulations," which will take effect on November 5, 2026.1 The new regulation formalizes Shenzhen's practice of dimming lights to protect birds by converting it into a legal requirement, explicitly prohibiting the occupation of mangrove wetlands and establishing management measures for harmful and invasive species.1
Shenzhen Bay Park has recorded over 200 bird species cumulatively, with approximately 100,000 migratory birds stopping there or wintering annually.1 Among these, 60 species are nationally protected.1 The new regulation comprises 24 articles and explicitly prohibits the occupation of mangrove wetlands.1 The regulation specifically requires that forestry authorities optimize the nighttime lighting layout and management in areas surrounding mangrove wetland habitats for migratory birds.1
