The European Union and China concluded trade and investment talks in Beijing on January 8-9, producing a comprehensive agreement encompassing 16 areas of consensus.12 Chinese Commerce Minister Wang Wentao and EU Trade Executive Vice President Dita Sefcovic held discussions that resulted in the framework covering balanced trade and investment, export controls, intellectual property, and World Trade Organization reform.1
A central component of the agreement involves both parties committing to continued exploration of reducing tariffs on certain goods.12 On hybrid vehicles specifically, China agreed to cut exports to the EU by more than half over the coming years, marking the first instance of China accepting export restrictions without undergoing a formal trade dispute investigation.3 The arrangement includes a "corporate pricing commitment procedure" that may involve establishing minimum price levels for hybrid vehicles.3 The two sides also reached an understanding on hybrid vehicle trade that aligns with WTO regulations.12
Beyond automotive trade, the agreement addresses additional sectors.3 China indicated willingness to facilitate approval of export licenses for rare earth elements and permanent magnets to the EU through an expedited "green channel" mechanism.1 Discussions will continue on automotive matters, rare earth export limitations, and EU food and beverage exports to China.3
Chinese Vice Premier He Lifeng met with Sefcovic on the afternoon of January 9 in Beijing, emphasizing that both sides should maintain dialogue and address differences to promote healthy and stable development of bilateral economic and trade relations.2 Sefcovic stated that China represents an important economic and trade partner for the EU and expressed willingness to continue advancing the trade and investment consultation process.2
The two sides have scheduled their third regular meeting for March 2027 and plan to hold a ministerial video conference in January to maintain close communication before then.1
