深圳市大鹏新区印发《户外登山涉险救援及追偿管理办法(试行)》,将于10月12日正式实施1。该办法规定,游客因违规进入未开发区域而遇险,相关主体可向被救援人员追偿救援费用,包括劳务费、食宿费、交通运输费、装备费、材料费、救援人员医疗费及其他必要费用1。这一举措旨在遏制违规探险浪费公共救援资源的现象1。
新规还规定被救援人员可通过参加社会服务、公益活动等方式适当减免追偿费用1。2025年以来,大鹏新区处置山地救援事件304宗,出动救援人员4954人次1。2026年5月7日两名游客遇险案例成为华南片区首单山地救援追偿案例1。8月15日大鹏新区开出全国首张自然灾害综合法规罚单,对两名游客各罚5000元1。江西庐山的一起救援案例追偿费用达7.4万元1。
Shenzhen's Dapeng New Area has introduced a new regulation to hold violators financially accountable for rescue operations resulting from reckless exploration in restricted zones.1 The "Outdoor Mountain Climbing Emergency Rescue and Cost Recovery Management Measures (Trial)" will take effect on October 12.1 Under the new rules, rescue authorities can pursue reimbursement from rescued individuals who entered undeveloped areas in violation of regulations, covering labor costs, meals and lodging, transportation, equipment, materials, medical expenses for rescue personnel, and other necessary expenses.1
The initiative aims to curb wasteful use of public rescue resources by discouraging illegal expeditions.1 Since the beginning of 2025, Dapeng New Area has handled 304 mountain rescue incidents, deploying rescue personnel 4,954 times.1 Rescued individuals may reduce or waive recovery fees through participation in community service and public welfare activities.1 A rescue case on May 7, 2026, involving two tourists became the first cost recovery case in the South China region under the new framework.1 In August, Dapeng New Area issued China's first penalty citation under natural disaster regulations, fining two tourists 5,000 yuan each.1 Similar cost recovery systems have been adopted by multiple jurisdictions; one rescue operation at Lushan in Jiangxi Province resulted in recovery of 74,000 yuan.1
