Located at the confluence of the Jinsha River, Min River, and Yangtze River, Yibin is known as the "First City on the Yangtze River."1 In 2020, the city completed its fishing moratorium ahead of schedule, with 630 fishing vessels and 1,186 fishermen leaving the water.1 When the ten-year comprehensive fishing ban on key Yangtze River waters began in 2021, these former fishermen embarked on a new chapter.1
Among the 1,186 fishermen requiring occupational transition, all 722 who needed employment assistance have found work.1 Former fisherman Xie Fukun, from Cuiping District in Yibin, exemplifies this transition, shifting from fishing to serving as a patrol assistant in the Yangtze River conservation effort.1 The employment outcomes span diverse sectors: 211 fishermen pursued flexible employment, 200 were hired by enterprises, 140 turned to agriculture, and 92 started their own businesses.1
The conservation measures have yielded measurable ecological benefits. The integrity index of aquatic organisms in the Yangtze River basin has improved by two levels since the ban took effect.1 Since 2023, the Chinese sturgeon—a rare species—has successfully reproduced naturally in Yibin's section of the Yangtze River for four consecutive years, with 2026 marking the first observation of artificial breeding specimens spawning naturally in an unenclosed natural water environment.1 Cumulative fish fry releases across Yibin by 2026 exceeded 19.04 million.1
