To address climate-related heritage risks systematically, Shanxi has developed comprehensive protective measures.1 The province established an action guide for cultural heritage protection and green, low-carbon development under climate change, formally released in 2026.1 These initiatives seek to balance the mounting climate pressures on wooden structures with the limited financial resources and complex property ownership issues that complicate preservation efforts across Shanxi's lower-tier heritage sites.
