Russia has intensified systematic attacks on Ukrainian data centers since early September, damaging digital infrastructure across Kyiv and surrounding regions and causing temporary disruptions to multiple television broadcasters and streaming services.1 Ukrainian Foreign Minister Andriy Sybiha characterized these strikes as an attempt by Russia to "destroy information flow and cause terror to civilians."1
Despite the severity of the attacks, experts maintain that Ukraine is unlikely to face complete internet outage due to the country's highly fragmented telecommunications market and multiple backup providers. Telecommunications specialist Oleksandr Hlushchenko highlighted that Ukraine benefits from "one of the world's best internet provider services," with market competition supporting up to ten provider options.1 Ukrainian lawmaker Oleksandr Fediyenko stated: "Will the internet disappear? Of course not. Infrastructure will be reorganized, and alternative sites will be established."1
The resilience of Ukraine's digital ecosystem has been demonstrated by service providers' capacity to redirect traffic. MiroHost's founder reported that among its 20,000 to 25,000 customers, only approximately 150 failed to successfully migrate or back up their data, while other customers relied on backup capacity in Poland and the Czech Republic.1 However, experts project that internet service costs will rise in the coming period to cover infrastructure repair expenses.1
